India’s Silent Sufferers

According to a recent report of National Crimes Records Bureau (NCRB), violence against women is rampant in India, with southern Indian state of Andhra Pradesh having the worst record for crimes against women. For the year 2007-08, NCRB recorded 24,738 cases of crimes committed against women including 1,070 cases of rape, 1,564 cases of kidnapping and abduction, 613 cases of dowry deaths and 11,335 cases of domestic violence in Andhra Pradesh. Uttar Pradesh has also witnessed a stepping of crime against women with the state recording 21,215 cases of violence including 2,066 cases of dowry death, 1,532 cases of rape and 3,819 cases of kidnapping. The NCRB also highlighted many incidents of rape of minor girls committed by the police personnel. Similarly, Haryana a small state has recorded 4,645 incidents of crime with as many as 269 cases of dowry deaths and 488 cases of rape. Bihar leads in cases of domestic violence with 59 percent of married women suffering domestic violence. The NCRB recorded 7,548 cases of crime with 1,555 rape cases, 1,172 dowry death cases and 1,260 kidnapping and abduction cases in the state. These are the statistics of only the reported cases whereas several cases of violence against women goes unreported due to social stigmas attached to them and due to the fear of reprisals and threats from the culprits.

Women in India suffer at different levels and due to different reasons. Violence against women in India is conducted irrespective of caste and class. Women in general and low caste women in particular are the victims of violence.  Even the Hindu religion does not provide any security to this creature. The Hindu Holy text sanctify the killing of infant girls, by parents who deem themselves not capable of shouldering the responsibility of having a girl child. The Hindu holy book Bhagvad Gita calls women embodiment of the worst desires and justifies the killing of women. “Killing of a woman, a shudra or an atheist is not sinful. Woman is an embodiment of the worst desires, hatred, deceit, jealously and bad character. Women should never be given freedom”. Bhagvad Gita (Manu 1X. 17 and V.47, 147).The modern democratic India follows these religious teachings of hatred and enmity towards women. The change does come but only in the techniques of the violence. In past, in Hindu society new born girls were buried alive now new born baby girls are either strangled to death or aborted during pregnancy. According to a UNICEF report released in December 2006, about 7,000 fewer girls than expected are born daily in India, and about 10 million fewer girls than expected were born in the past 20 years due to sex discrimination.

Women in India are considered a stigma to honour and are victim of almost all kinds of violence such as rape, domestic violence, abduction, dowry deaths and honour killings. The women living in insurgency infested areas are victims of duel violence. On the one hand they are victimized by army personnel and on the other by rival ethnic groups. Similarly, women other than Hindus particularly Muslims and Christians are victims of hate crime.

Not all sexual harassment and rape cases are reported in India. But by considering the reported cases it becomes evident that in India a women is raped every 29th minute. The NCRB unearthed some extremely disturbing trends in India. Statistics suggest that in 2005 around 50 women were raped and 480 molested and abducted every day. The gravity of the problem is that Indian laws are not very strict for such type of violence against women. No capital punishment is awarded in such cases. Apart from harassment, throwing strong acids such sulphuric acid on the face of the girls and women is rampant in India. This is the most heinous and severe punishment deserving crime. There is no separate law to deal with acid attackers in India. Organizations such as the Campaign and Struggle against Acid Attacks on Women (CSAAAW) are fighting to get acid attacks recognised as a separate crime and an extension of other forms of gender violence. Even a small state like Bangladesh realized the gravity of acid attacks and introduced death penalty against the crime. The Indian government has promised a new law to tackle increasing acid attacks, but that brings no cheer to those who know all too well what they are fighting against a system of hierarchies that rationalises violence. The problem is not acid but the thinking of men that they can control and dictate terms to the women in their lives. There is a need of a law that can restrict the sale of acid and bring offenders to justice. Law only cannot correct these social imbalances there is need that these laws should be implemented in true spirit.

Dowry deaths are also frequent in India.  This is the worst crime against the women next to rape. A married girl is burnt to death or killed or tortured by her in-laws and husband for not providing enough gifts or money to them by her parents. Every day 50 cases of dowry related violence are reported and every 3rd minute a case of violence against women is registered in India. Apart from these several women in the tribal areas of India are killed on the pretext of practicing witchcraft. Low casts girls especially dalits in their childhood are made Devdasis to serve God in the temple and they have to leave their home and stay in the temple complex. These girls grew up in the temples and are exploited afterwards

Honour killings are widespread in India and 95 percent of victims of such killings are women. Honour killings in India are classified broadly into two segments, those undertaken by families to protect the honour of individual families and those ordered by caste panchayats to protect caste honour. History of honour killings showed that the victims were beaten to death or pushed into a corn bin. In some cases, the women were asked to get into a narrow tunnel which would be covered with a slab so that they would die of suffocation. Women who were perceived to sully family honour were either murdered or forced to commit suicide. In some cases, unprivileged and dispossessed families living in a feudal society murdered girls the moment they felt they would not be able to protect them from the evil intentions of an all-powerful local zamindar or a chieftain. Brinda Karat MP and CPI (M) Polit Bureau member said, “I had asked a question in parliament on the number of killings related to honour that had taken place so far and the reply I received from the government was that they do not recognize such a category and, therefore, there was no separate collection of such data”. There is no legal definition of the term honour killing or honour crime. As a result, the perpetrators of such crimes more often than not get away with murder, torture, assault, and violation of laws regarding atrocities committed on the Scheduled Castes and the Scheduled Tribes. And they continue to commit them with impunity.

There is a need that Indian government should take urgent measures to create awareness through education on the need to end such social crimes against women and initiate comprehensive measures to curb honour killings, acid attacking, rape and dowry deaths etc. In India, there is no respect for women, Dalits and minorities. The government needs to realise that acid attacks and other brutal assaults on women are a manifestation of an ingrained inequality. These attacks are not just about the women they target, they are also about the society that allows such attacks, the hierarchies it has internalised and the voices of protest it has silenced.

RAW’s Dangerous Plan of WMDs

Since 9/11 tragedy, western high officials and their media have been propagating in the world that Pakistan-based Islamic militants can use Weapons of Mass Destruction (WMDs) inside the US and Europe. In this context, in connivance with Israeli secret agency, Mossad, Indian secret agency, RAW intensified its propaganda campaign against Pakistan. In this regard, RAW also got the support of strong Indo-Israeli-lobbies, working in the US and Europe.

Impressed by the propaganda launched by the secret agents of RAW, in the recent past, while manipulating Taliban’s advances beyond Swat, west misperceived that Pakistan could be overtaken by the extremists who could also possess nuclear weapons. On April 21 this year, a report of the Council on Foreign Relations, an American think tank, blamed: “The geographic proximity of Pakistan’s nuclear programme to these sophisticated terrorists and the recent history of illicit transfers of material and know-how pose a unique threat.”

On the other side, Pakistan’s strong assurance about the safety of nuclear weapons, and successful military operations which flushed the Taliban out of Buner, Dir and Swat castigated the nefarious designs of RAW. Meanwhile, Indian endeavour to isolate Pakistan in the aftermath of Mumbai carnage of November 26 was also thwarted.

It was owing to the victory of military operations which broke the backbone of the Taliban militants that American and western high officials have been highly appreciating Pakistan’s forces, donating million of dollars for the IDPs. Besides other western leaders, US Secretary of State Hillary Clinton, Special Envoy for Afghanistan and Pakistan Richard Holbrooke and US Central Command (CENTCOM) Chief Gen David Petraeus praised Pakistan’s armed forces in achieving quick success against the insurgents. 

Frustrated in isolating Islamabad, Indian RAW has made a most dangerous plan against Pakistan. Certain reports suggest that Indian RAW in connivance with Israeli Mossad has planned to use weapons of mass destructions inside the US homeland and major European countries. Particularly employment of these fatal weapons against NATO forces in Afghanistan are also part of this plan. The main aim behind is to implicate Pakistan for having allegedly using these chemical, biological and nuclear weapons through some Taliban militants.

A number of developments endorse these facts. As regards the acquisition of WMDs, some Indian army officers and RAW agents are already in cooperation with the Hindu fundamentalist organizations. In this connection, last year, arrest of a serving Lt. Col. Srikant Purohit and a retired army Major Samir Kulkarniand along with two of the suspects, having close ties with prominent politicians of BJP, VHP, RSS and Bajrang Dal indicated collaboration between Hindu extremists and army officers, covertly backed by RAW. In this respect, investigation of the Anti-Terrorism Squad (ATS) of the Maharashtra disclosed that these army officials helped train the Hindu terrorists and provided them with the military-grade explosive RDX, used in the Malegaon bombings and including other Indian cities.

Besides, Human Rights Watch and Amnesty International had charged the Indian Gujarat state administration for officially supporting the massive massacre of Muslims in in 2002. Demolition of the Babri Masjid in 1992 is another instance of this kind. Nevertheless, in all these events RAW played a key role cladestinely.

All these developments prove that despite tight security, RAW could provide the Hindu terrorists with unconventional weapons. 

RAW might have already obtained these fatal weapons as past record of Indian proliferation show. Some months ago, death of India’s nuclear scientist, Lokanathan Mahalingam raised new apprehension in this regard. He was missed from the scenario and after a couple of days; his dead body was recovered from the Kali River. Indian police concocted a story that Mahalingam had committed suicide by jumping into the river. It is a big joke to hide some real facts behind his death because wisdom proves that if an educated person decides to commit suicide, he will definitely adopt a soft way to eliminate his life. Notably, Dr. Haleema Saadia disclosed that death of the scientist is a conspiracy�as soon as his dead body was found, within no time; the police had announced that Mahalingam had committed suicide.

In July 1998, India’s Central Bureau of Investigation (CBI) seized eight Kg. of nuclear material from Arun, an engineer in Chennai including two other engineers. It was reported that the uranium was stolen from an atomic research center. On November 7, 2000, IAEA revealed that Indian police had seized 57 pounds of uranium and arrested two men for illicit trafficking of radioactive material. IAEA had remarked that Indian civil nuclear facilities were vulnerable to thefts.

On January 26, 2003, CNN pointed out that Indian company, NEC Engineers Private Ltd. shipped 10 consignments to Iraq, containing highly sensitive equipments entailing titanium vessels and centrifugal pumps. Indian investigators acknowledged that the company falsified customs documents to get its shipments out of India.

In 2004, when the issue of international nuclear black market came to surface, Pakistani nuclear scientist, Dr. A.Q. Khan was only blamed by the US-led west for proliferation activities by neglecting the western nationals and especially those of India. While in February, same year, India’s Ambassador to Libya, Dinkar Srivastava revealed that New Delhi was investigating that retired Indian scientists could possibly be engaged in “high technology programs” for financial gains during employment in the Libyan government.

On June 12, 2004, Berkeley Nucleonics Corporation (BNC), an American company was fined US $ 300,000 for exporting a nuclear component to the Bhaba Atomic Research Center in India.

In December 2005, United States imposed sanctions on two Indian firms for selling missile goods and chemical arms material to Iran in violation of India’s commitment to prevent proliferation. In the same year, Indian scientists, Dr. Surendar and Y. S. R Prasad had been blacklisted by Washington due to their involvement in nuclear theft. In December 2006, a container packed with radioactive material had been stolen from an Indian fortified research atomic facility near Mumbai.

Nonetheless, in collaboration with the RAW officials, smuggling of these fatal weapons has continued intermittently by the Indians.

R. Peter and D. Sagan in the book, ‘Planning the Unthinkable’ remark that unconventional weapons could serve specific objectives of terrorists for which conventional weapons are less suited.

Although these lethal poisons seem to be mysterious, yet still could be within the reach of some Hindu terrorists with the help of RAW.

With the disintegration of the Soviet Union, weapons of mass disintegration and their components are easier to acquire. The fears are widespread that unemployed Russian scientists who disappeared might have provided RAW officials with expertise and material regarding these devices. RAW has also got these destructive weapons from extremist Jews and Israeli Mossad. Such chemical and radiological materials could have also been smuggled inside India by the Hindu fundamentalists with the covert backing of RAW. This agency might have already purchased the same from the global black market.

With the help of RAW, these Hindu terrorists of BJP, VHP, RSS, Shiv Sena and Bajrang Dal might have overcome the obstacles in the acquisition of the weapons of mass destruction. RAW could have also arranged for them ‘dirty nuclear bombs.’

While, western public is already biased against the Muslims, especially Pakistan owing to failure of their governments against war on terror particularly in Afghanistan, Indian RAW has decided to avail this golden opportunity by obtaining weapons of mass destruction secretly, and using them in the US and Europe including their employment against the NATO forces in Afghanistan. RAW’s sole aim is to provocate Americans against Pakistan which is the only Islamic nuclear country, threatening Indian hegemony in the region. Thus Indian RAW could create a dangerous misunderstanding in which US could also use small nuclear weapons in Afghanistan and our tribal areas which it considers sanctuaries of Al Qaeda-related terrorists. And Pakistan could also be asked to rollback its atomic programme.

Now, the right hour has come that the US and other major powers must pay full attention on the activities of RAW and Hindu terrorism in respect of weapons of mass destruction, if they want to stop a vast catastrophe in the world.

Pakistan surprised over UK demand of "do more"

Pakistan's Foreign Office spokesman Abdul Basit said that Pakistan is surprised over UK's demand of "do more", local media reported Monday.
    Basit said those posing statements regarding whereabouts of the Al-Qaeda chief Osama Bin Laden had better share with Pakistan the information about him if possessed.
    The spokesman said Pakistan has either killed or arrested as many as 700 members of Al-Qaeda during last seven years and none must doubt Pakistan's efforts to curb terrorism.
    "Nobody knows the whereabouts of Osama Bin Laden and if any one knows, he ought to inform Pakistan at government level," he concluded.
    Responding to the statement by British Prime Minister Gordon Brown demanding Pakistan to "do more" and tracking down Osama Bin Laden, Pakistani Prime Minister Syed Yousuf Raza Gilani said Monday that "On one hand, the world community including Britain praises Pakistan in its efforts on war on terror and appreciates its efforts in military operations while on the other side, they ask for more."
    "If they ask to do more, it seems an out of context thing," said Gilani, who left Islamabad on Monday for a four-day official visit to Germany and the United Kingdom.

Maoists growing stronger


The fight is between 7,000-8,000 armed Maoist rebels versus 60,000-70,000 security personnel. But the enemy is "incisive, self critical and educative", armed with sophisticated weaponry and is constantly changing tactic in what is increasingly become a war of the mind, says the paramilitary Central Reserve Police Force (CRPF) chief.
As the government gears up for a massive offensive against the guerrillas, top officials of the CRPF say the guerrillas are "growing stronger" and must not be underestimated.
"They are changing their tactics depending upon what we are doing," CRPF Director General A.S. Gill told IANS in an interview.
Giving an example, he said they have increased the usage of pressure mines. "They are also using sharpened iron nails. They have dug ditches in jungles and covered it with normal grass after hiding nails inside. Though these nails do not kill any trooper, it affects swift movement of the security agencies," Gill said.
The Maoists, he said, were also avoiding direct contact with security forces. "They just pass from nearby areas," added Gill, who heads one of the world's largest paramilitary forces. The CRPF has 207 battalions with a strength of over 200,000 personnel.
The security forces had also changed strategy to minimise operational casualties from improvised explosives used by the guerrillas.
"For a long time, we did not acknowledge that the Maoists were growing stronger, but there is a greater realisation now. We have changed our tactics and training. Theatre specific training has also been introduced for the first time to enhance specific capabilities in fighting the problems of militancy and insurgency," he said.
The CRPF was also raising 10 new commando battalions and acquiring the best available weapons and equipment to fight the guerrillas.
"We will have Maoists on the run very soon. The areas under their control would be taken back," he promised.
His colleague, CRPF Special Director General Vijay Raman, added: "We are facing an enemy which is fighting from the brain. They are very incisive, self critical and educative. The documents seized from them shows the meticulous planning behind their strikes."
Raman is a celebrated police officer who has been appointed by the home ministry as national coordinator in the anti-Maoist campaign.
Though the government has not specified any time frame for the launch of the nationwide operation against the guerrillas, it is believed that the offensive will begun in March next year.
Asked how long would the operations last, Raman said: "No such time frame could be set. The task is very challenging and it might take some time."
Estimating that about 7,000-8,000 armed Maoist cadres would be up in arms against 60,000-70,000 security personnel, CRPF chief Gill listed what makes the guerrillas formidable enemies.
"They are armed with light machine guns (LMG), AK-47s, AK-56s, Insas rifles, satellite phones, modern communication gadgets. It also believed that some of the top rungs have managed to acquire bulletproof jackets," he said.
"They are in touch with anti-national elements in northeastern states and are getting weapons from them. The people in the northeast are getting weapons and money from across the border. They are also in touch with Maoists in Nepal and extorting money from miners to fund their activities," he added.
Gill said the Maoists enjoy the advantage of having a significant presence in each village of their stronghold states. "We would be also focusing on breaking up their information network."
The CRPF that has been dealing with internal security challenges all across the country has this year gunned down 70 terrorists, 56 Maoists and 53 extremists in northeast. During these operations it also incurred heavy loss by sacrificing its nearly 200 men.
Troops from other central paramilitary forces like Indo-Tibet Border Police, Border Security Force, Central Industrial Security Force and Sashastra Seema Bal have started grouping and upgrading their infrastructure in preparation for the offensive against the Maoists.
They were also familiarising themselves with the terrain and undergoing training. The government has left commandos of the National Security Guard (NSG) out of the operation.

Indian Cold Start doctrine


Strategic alliance with USA helps India in fulfilling its grandeur plans to become the regional and world power. In 1971, Soviet Union had helped India in achieving a false military victory and in truncating Pakistan. Indians now hope that America would help in fulfilling their dream of either reducing Pakistan into an Indian satellite or removing it from the face of world map. It is in this context that Indo-US-UK-Israeli-Afghan nexus has been formed in Kabul which is dedicated towards harming Pakistan. Both covert means and media campaign are complementing each other to achieve stated objectives. The Indo-western media has embarked upon a malicious campaign to besmirch the reputation of institutions of Pakistan and project it as a failing state. All sorts of fairytales are fabricated and pasted in leading newspapers and magazines controlled by the Jews. Deadlines are given and each time the given the given date expires uneventfully; a new deadline of collapse of Pakistan is given with a heavy heart but with renewed hopes.
Several scenarios are in circulation ranging from truncation to break up in small quasi states. Independent Balochistan and Pashtunistan figure high in their fanciful plans. Each of the self-perceived scenario is linked to Islamic threat in northwest of Pakistan. One of the principle objectives of India is to weaken ISI and cut its long-arm capability drastically so that it is neither in a position to harm India through covert means or to provide first line defence to Pakistan effectively against external subversive threats. Pakistan specific Indian consulates in Afghanistan and tens of RAW infested training, educational and cultural centres have nothing else to do except to devise different means to cause harm to Pakistan and destabilise it.

To give concrete shape to the chalked out plans, the said nexus unfolded a comprehensive subversive plan in January 2002 to systematically destabilize Pakistan. Fuel was constantly sprinkled in interior Balochistan, FATA and Swat to inflame these regions. Brahamdagh Bugti based in Kandahar and patronized by RAW-CIA-RAAM is coordinating sabotage and subversion in Balochistan. Southern Punjab and Karachi are planned to be inflamed in the final phase to spread anarchy throughout the country so as to pave way for disablement of our nuclear weapons and to clear the way for India to launch its military instrument. Washington’s continued insistence to make India a key player in Afghanistan and to induct its 150,000 troops is meant to enable Indo-Afghan forces to exploit yet another avenue from the northwest and catch Pakistan in a double pincer.

Indian Cold Start doctrine envisages formation of battle groups supported by dedicated artillery, combat air support and tactical nuclear weapons. It perceives launching 15-16 limited attacks along the entire length of eastern border and Line of Control (LoC) with battle groups of two mechanised regiments and an armour regiment or vice versa. Each battle group is mandated to capture an objective of tactical importance and to exploit success as far as possible but remaining well away from core areas so as to restrain Pakistan from using its nuclear response. Having dispersed the defender on a wide front in battle of frontiers, trying to defend every inch of the territory, subject to successes achieved, and deflection or commitment of our strategic reserves, it would then launch main and secondary efforts with its strike formations in two sectors. Indian military would achieve air superiority in main effort area for a specific period of break in and break out battle towards deeper objectives.

After Mumbai attacks, India continues to remain in an offensive mode and is in no mood to recommence stalled peace talks. Pakistan’s concerted efforts spread over one year to make India see reason have gone in vain. Flustered and frustrated by quick successes achieved by Pakistan Army against Indian funded and trained terrorists in Swat and in South Waziristan, Indian leaders have taken a new line that runaway militants after getting defeated have become a security hazard for India. Since last May, they are wailing like a frightened child in anticipation to a self-imagined terrorist attack emanating from Pakistan on the pattern of Mumbai-like carnage. When asked to provide intelligence so that the mishap could be thwarted they refuse to divulge the basis of their anxiety. Indian media has alleged that Dave Headly and Tahawar Hussain Rana suspected for terrorism in USA were linked with Mumbai attacks and that Dave was observed sniffing around Indian nuclear sites. Accordingly, Indian authorities have sounded a red alert in affected areas where their nuclear material is stored to avert a possible attack. To further up the ante, Indian Army Chief Deepak Kapoor has sounded a warning that a limited war under the nuclear overhang is still very much a reality, at least in Indian subcontinent. Our foreign office spokesman rightly remarked that it reaffirms Indian dangerous and offensive nuclear doctrine.

In the wake of Pakistan going nuclear in 1998 in response to Indian nuclear blackmail, which has made the option of all out war almost impossible, Indian military has been feverishly working on its Cold Start doctrine which was shaped in consultation with Israeli military. The three services of India have also been acquiring latest state-of-art weapon systems from all over the world and upgrading its nuclear arsenal as a consequence of which the conventional and nuclear balance has tilted heavily in favour of India. Simultaneous to the efforts by the military, RAW has been hectically engaged in weakening and destabilising Pakistan from within. Its focus has been towards enfeebling and discrediting Pakistan Army and ISI. Application of military instrument has been made conditional to success achieved through covert operations against these two pillars. India observed the pulse of Pakistan for ten months in 2002 after manufacturing a terrorist attack on Indian parliament in December 2001 and again after Mumbai carnage in November 2008 that was also cooked up. Both times, it found Pakistan Army well poised and resilient and had to beat a retreat.

India may be visualising that this time Pakistan Army has got deeply embroiled in several troubled spots and is not in a position to withdraw as was the case last time. It is hoping that Pashtun and Baloch militants would be fighting Pakistan Army in case of war with India. It is satisfied with its successful policy of encirclement and destabilisation of Pakistan resulting in enfeeblement of its economy. It considers overall geo-political environment favourable. It considers the time ripe for devising another drama to justify its troop build up. The purpose will be:
  1. Coerce the leadership to extract further concessions as it had extorted after military standoff in 2002-03.
  2. Relieve pressure on Tehrik-e-Taliban and make it recapture lost ground.
  3. Demolish Balochistan package which has the potential of defusing separatist movement sponsored by India.
  4. Rejuvenate demoralised RAW agents operating within Pakistan.
  5. Force Pakistan to liquidate Lashkar-e-Taiba and Jaish-e-Muhammad and to hand over alleged culprits of Mumbai carnage to India.
  6. Force Pakistan to fight terrorism as dictated by USA and India.
  7. Further weaken economy of Pakistan.
  8. Force Pakistan to accept pre-eminence of India in Afghanistan and in the region and to allow its trade with Afghanistan through Wagah.
  9. Solve Kashmir dispute by accepting LoC as permanent border.

In case Pakistan refuse to be cowed down, it might initiate Cold Start but it would be subject to full assurance by USA that it would prevent Pakistan Army from assembly and move of nukes to deployment areas.
War game codenamed Azm-e-Nau was conducted to tackle emerging Indian threat along eastern front revolving around Cold Start but did not take into account possible ingress from western border and expansion of limited war into full-fledged war. In 1971 in East Pakistan, India first weakened Pakistan Army contingent through civil war and psychological operations. Indian military then induced threat perception which forced us to take up an exaggerated forward posture all along 1400 miles border to prevent any piece of land falling into enemy hands. Dispersed in penny packets we were strong nowhere. Indian offensive launched on 21 November from multiple directions succeeded in making 23 lodgement areas across the border. In our bid to liquidate or contain the ingresses we committed everything we had in the battle of frontiers. After an operational pause and having fixed our forces in compartments, Indian forces under massive air cover launched main, secondary and auxiliary offensives from three different directions on 4 December and raced towards Dacca. Making a dispassionate comparison of East Pakistan offensive with Cold Start one finds certain similarities.

Pakistan has already suffered grievously because of its exaggerated policy of appeasement and cannot afford to cede more ground and that too at the cost of its sovereignty and dignity. We need to condition our forces and structure them organisationally to fight two front wars together with internal threat in the southwest and northwest. Blissfully, Pakistan Army is in its finest trim and is in position to meet any challenge resolutely. Having found out foolproof evidence of involvement of RAW in aiding and abetting terrorism in Pakistan, and the US and UK complicit in the evil game of destabilising, denuclearising and balkanising Pakistan, should we still be imprudently calling these so-called friends as our well-wishers and relying on them? I have no doubt in my mind that the US would not betray Israel or India but would certainly betray Pakistan and leave it in a lurch once again.

Same go for Afghanistan under US puppet Karzai who has provided Afghan soil to foreign agencies for launching covert operations against Pakistan. He doesn’t realise that India, whom he considers as a sincere and dear friend is gradually working towards reducing Afghanistan into its client state. If US Administration is negotiating with Afghan Taliban, we have every right to keep in touch with them particularly after their worthy role in hour of crisis. While US military opted to vacate border check posts, Afghan Taliban refused to come to the aid of fake Taliban in South Waziristan.

How long will we follow humiliating policy of appeasement which is ruining Pakistan? Isn’t it high time to sound the bugle and chase out Blackwater type non-actors from the soil of Pakistan before they swoop at our nukes and whisk them away? We need to guard our nukes with utmost vigilance and cut those hands that try to get near them. Operation Rah-e-Nijat which has proceeded excellently should clear South Waziristan of the presence of hardcore local and foreign terrorists speedily. After returning extra forces to peace locations, process of rehabilitation of people of South Waziristan to be put into full gear. These assets must be handled with utmost care and affection. They deserve an even better package then Balochistan since none among them raised the slogan of separation or sought materialistic gains.

FBI Wants Americans to Work at Mossad


Stewart David Nozette, a high-ranking scientist, who had access to top secret information, was arrested by FBI agents on October 19. Israeli news agencies said that Mr. Nozette was arrested after he had agreed to work with the Israeli intelligence.
An FBI agent established a contact with the scientist having introduced himself as a Mossad officer. The disguised agent said that the scientist could deliver US secrets to Israel including those about satellite warning systems.
Stewart Nozette was trying to obtain the highest possible price for his services. As soon as the scientist agreed to “cooperate” he was arrested.
Israeli authorities have not commented the arrest of the US scientist yet. Nozette will be delivered to a Columbia district court October 20 for court hearings. If the scientist is found guilty, he may spend the rest of his life in jail.
Stewart Nozette, had access to top secret information from 1989 to 2006. The information, US experts said, touched upon the national security of the United States.
ozette had worked at the Energy Department, NASA and, in 1989 and 1990, the National Space Council in the president's office. He developed the Clementine bi-static radar experiment that purportedly discovered water on the south pole of the moon. He worked at the Lawrence Livermore National Laboratory, where he designed highly advanced technology, from approximately 1990 to 1999, the Associated Press reported.
US experts believe that Nozette’s arrest was not aimed against Israel. However, Israeli observers say that the latest spy scandal will exacerbate complicated relations between Israel and the United States.
Anatoly Utkin, a senior expert with the Institute for the USA and Canada of the Russian Academy of Sciences, said in an interview with Pravda.Ru that the arrest of the US scientist would not affect the nation’s relations with Israel.
“It’s not the first story like that, such incidents have already happened before. Israeli special services were trying to obtain some information about secret technologies in the United States, which is not surprising at all. Israel is surrounded with Arab states, which are being rather hostile to the Jewish State. The USA is one of the world’s most technologically developed states, and its renowned Silicone Valley, where many Israeli scientists work, attracts a lot of attention in many countries of the world.
“The previous spy scandals did not affect the relations between the USA and Israel. One should bear in mind the fact that the Jewish lobby is the strongest one in the USA.

He said Zafar Ali Khan published his poems on Page One of the newspaper Zamindar and it fetched great circulation. He said Maulana Zafar Ali Khan Trust should secure Zamindar office and make it a memoir. Majid Nizami mentioned J Thunder aircraft handed over to PAF, which can fly high than Indian jets and India admitted that Pakistan has taken supremacy in air defence. There would be a war against India on waters because it is building dams on our rivers and the solution lies is smashing the dams by missiles.

No Blackwater firm in Pakistan, asserts US Ambassador Anne W. Patterson


The US ambassador in Pakistan Anne W. Patterson Wednesday ruled out the presence of private US security firm Blackwater, adding the US officials and programs in Pakistan are solely aimed at serving people and Government of Pakistan.

According to a statement issued from the US embassy, she said there is no secret operating base in Karachi or anywhere in Pakistan nor are US troops of any command busy with any secret activity in the country.

An article in a US magazine alleging Washington's collusion with Blackwater or any other contracting firm were equally baseless and false, the embassy said.

"US government programs for Pakistan are open and transparent and function in partnership with the government of Pakistan," Ambassador Anne W. Patterson said in the statement.

"US personnel and programs in Pakistan have only one purpose - to assist the government and people of Pakistan as they face the complex challenges confronting their nation," she added.

India planning limited war against Pakistan


India is planning to launch a limited war against Pakistan, the Foreign Office said on Tuesday.

The FO’s statement follows Indian Army chief General Deepak Kapoor’s address during a defence seminar, where he said the possibility of a limited nuclear war was “very much a reality in South Asia”. “India has long been working on the so-called ‘Cold Start’ strategy and preparing for a limited war against Pakistan. General Kapoor’s statement confirms the hegemonic thrust of India’s nuclear doctrine,” Foreign Office spokesperson Abdul Basit said. He said Kapoor’s remarks only reaffirmed India’s dangerous and offensive nuclear designs.

Basit said the international community should take notice of the remarks and India’s long-term intentions, adding that major powers had a particular responsibility in this regard, and should ask India to refrain from steps that could affect the strategic balance in South Asia.

The Foreign Office said Pakistan was fully capable of safeguarding its national sovereignty and defending its borders. “As a responsible country, we will continue promoting peace and stability in South Asia on the basis of equality and mutual respect,” he said.

UN Secretary General Ban Ki-moon offered his condolences to the family of a UN staffer whose remains were recently discovered in Lebanon. The staffer, Alec Collett, was abducted near the Beirut Airport in 1985. At the time of his disappearance, Collett was a former British journalist on assignment with the UN Relief and Works Agency for Palestine Refugees in the Near East.

Yousuf Raza Gilani has apologised for neglecting the Balochistan

Prime Minister Syed Yousuf Raza Gilani has apologised for neglecting the Balochistan in the past.
The Prime Minister was addressing inaugural of the joint session of the parliament, summoned by President Asif Ali Zardari under article 54(1) of the constitution. The joint session of the parliament has been summoned for approval of Balochistan package.
Gilani said that Balochistan will be provided economic and constitutional rights, adding that efforts are underway to win hearts of Balochistan people.
He also said that govt is ready to hold talks with Balochistan nationalist parties.
Meanwhile, Senator Raza Rabbani while presenting the draft of Balochistan package said that FC will replace army in Sui on the demand of Baloch leaders, no more cantonments will be set up in the province, all political prisoners including their leaders will be released but dialogues will not be held with those involved in terrorist activities.
Raza Rabbani further said that all the stakeholders will be taken on board.
All operations will be halted except war against terror.

Blackwater's Secret War in Pakistan

At a covert forward operating base run by the US Joint Special Operations Command (JSOC) in the Pakistani port city of Karachi, members of an elite division of Blackwater are at the center of a secret program in which they plan targeted assassinations of suspected Taliban and Al Qaeda operatives, "snatch and grabs" of high-value targets and other sensitive action inside and outside Pakistan, an investigation by The Nation has found. The Blackwater operatives also assist in gathering intelligence and help run a secret US military drone bombing campaign that runs parallel to the well-documented CIA predator strikes, according to a well-placed source within the US military intelligence apparatus.
The source, who has worked on covert US military programs for years, including in Afghanistan and Pakistan, has direct knowledge of Blackwater's involvement. He spoke to The Nation on condition of anonymity because the program is classified. The source said that the program is so "compartmentalized" that senior figures within the Obama administration and the US military chain of command may not be aware of its existence.
The White House did not return calls or email messages seeking comment for this story. Capt. John Kirby, the spokesperson for Adm. Michael Mullen, Chair of the Joint Chiefs of Staff, told The Nation, "We do not discuss current operations one way or the other, regardless of their nature." A defense official, on background, specifically denied that Blackwater performs work on drone strikes or intelligence for JSOC in Pakistan. "We don't have any contracts to do that work for us. We don't contract that kind of work out, period," the official said. "There has not been, and is not now, contracts between JSOC and that organization for these types of services." The previously unreported program, the military intelligence source said, is distinct from the CIA assassination program that the agency's director, Leon Panetta, announced he had canceled in June 2009. "This is a parallel operation to the CIA," said the source. "They are two separate beasts." The program puts Blackwater at the epicenter of a US military operation within the borders of a nation against which the United States has not declared war--knowledge that could further strain the already tense relations between the United States and Pakistan. In 2006, the United States and Pakistan struck a deal that authorized JSOC to enter Pakistan to hunt Osama bin Laden with the understanding that Pakistan would deny it had given permission. Officially, the United States is not supposed to have any active military operations in the country. Blackwater, which recently changed its name to Xe Services and US Training Center, denies the company is operating in Pakistan. "Xe Services has only one employee in Pakistan performing construction oversight for the U.S. Government," Blackwater spokesperson Mark Corallo said in a statement to The Nation, adding that the company has "no other operations of any kind in Pakistan."
A former senior executive at Blackwater confirmed the military intelligence source's claim that the company is working in Pakistan for the CIA and JSOC, the premier counterterrorism and covert operations force within the military. He said that Blackwater is also working for the Pakistani government on a subcontract with an Islamabad-based security firm that puts US Blackwater operatives on the ground with Pakistani forces in counter-terrorism operations, including house raids and border interdictions, in the North-West Frontier Province and elsewhere in Pakistan. This arrangement, the former executive said, allows the Pakistani government to utilize former US Special Operations forces who now work for Blackwater while denying an official US military presence in the country. He also confirmed that Blackwater has a facility in Karachi and has personnel deployed elsewhere in Pakistan. The former executive spoke on condition of anonymity.
His account and that of the military intelligence source were borne out by a US military source who has knowledge of Special Forces actions in Pakistan and Afghanistan. When asked about Blackwater's covert work for JSOC in Pakistan, this source, who also asked for anonymity, told The Nation, "From my information that I have, that is absolutely correct," adding, "There's no question that's occurring."
"It wouldn't surprise me because we've outsourced nearly everything," said Col. Lawrence Wilkerson, who served as Secretary of State Colin Powell's chief of staff from 2002 to 2005, when told of Blackwater's role in Pakistan. Wilkerson said that during his time in the Bush administration, he saw the beginnings of Blackwater's involvement with the sensitive operations of the military and CIA. "Part of this, of course, is an attempt to get around the constraints the Congress has placed on DoD. If you don't have sufficient soldiers to do it, you hire civilians to do it. I mean, it's that simple. It would not surprise me."
The Counterterrorism Tag Team in Karachi
The covert JSOC program with Blackwater in Pakistan dates back to at least 2007, according to the military intelligence source. The current head of JSOC is Vice Adm. William McRaven, who took over the post from Gen. Stanley McChrystal, who headed JSOC from 2003 to 2008 before being named the top US commander in Afghanistan. Blackwater's presence in Pakistan is "not really visible, and that's why nobody has cracked down on it," said the source. Blackwater's operations in Pakistan, he said, are not done through State Department contracts or publicly identified Defense contracts. "It's Blackwater via JSOC, and it's a classified no-bid [contract] approved on a rolling basis." The main JSOC/Blackwater facility in Karachi, according to the source, is nondescript: three trailers with various generators, satellite phones and computer systems are used as a makeshift operations center. "It's a very rudimentary operation," says the source. "I would compare it to [CIA] outposts in Kurdistan or any of the Special Forces outposts. It's very bare bones, and that's the point."
Blackwater's work for JSOC in Karachi is coordinated out of a Task Force based at Bagram Air Base in neighboring Afghanistan, according to the military intelligence source. While JSOC technically runs the operations in Karachi, he said, it is largely staffed by former US special operations soldiers working for a division of Blackwater, once known as Blackwater SELECT, and intelligence analysts working for a Blackwater affiliate, Total Intelligence Solutions (TIS), which is owned by Blackwater's founder, Erik Prince. The military source said that the name Blackwater SELECT may have been changed recently. Total Intelligence, which is run out of an office on the ninth floor of a building in the Ballston area of Arlington, Virginia, is staffed by former analysts and operatives from the CIA, DIA, FBI and other agencies. It is modeled after the CIA's counterterrorism center. In Karachi, TIS runs a "media-scouring/open-source network," according to the source. Until recently, Total Intelligence was run by two former top CIA officials, Cofer Black and Robert Richer, both of whom have left the company. In Pakistan, Blackwater is not using either its original name or its new moniker, Xe Services, according to the former Blackwater executive. "They are running most of their work through TIS because the other two [names] have such a stain on them," he said. Corallo, the Blackwater spokesperson, denied that TIS or any other division or affiliate of Blackwater has any personnel in Pakistan.
The US military intelligence source said that Blackwater's classified contracts keep getting renewed at the request of JSOC. Blackwater, he said, is already so deeply entrenched that it has become a staple of the US military operations in Pakistan. According to the former Blackwater executive, "The politics that go with the brand of BW is somewhat set aside because what you're doing is really one military guy to another." Blackwater's first known contract with the CIA for operations in Afghanistan was awarded in 2002 and was for work along the Afghanistan-Pakistan border.
One of the concerns raised by the military intelligence source is that some Blackwater personnel are being given rolling security clearances above their approved clearances. Using Alternative Compartmentalized Control Measures (ACCMs), he said, the Blackwater personnel are granted clearance to a Special Access Program, the bureaucratic term used to describe highly classified "black" operations. "With an ACCM, the security manager can grant access to you to be exposed to and operate within compartmentalized programs far above 'secret'--even though you have no business doing so," said the source. It allows Blackwater personnel that "do not have the requisite security clearance or do not hold a security clearance whatsoever to participate in classified operations by virtue of trust," he added. "Think of it as an ultra-exclusive level above top secret. That's exactly what it is: a circle of love." Blackwater, therefore, has access to "all source" reports that are culled in part from JSOC units in the field. "That's how a lot of things over the years have been conducted with contractors," said the source. "We have contractors that regularly see things that top policy-makers don't unless they ask.
According to the source, Blackwater has effectively marketed itself as a company whose operatives have "conducted lethal direct action missions and now, for a price, you can have your own planning cell. JSOC just ate that up," he said, adding, "They have a sizable force in Pakistan--not for any nefarious purpose if you really want to look at it that way--but to support a legitimate contract that's classified for JSOC." Blackwater's Pakistan JSOC contracts are secret and are therefore shielded from public oversight, he said. The source is not sure when the arrangement with JSOC began, but he says that a spin-off of Blackwater SELECT "was issued a no-bid contract for support to shooters for a JSOC Task Force and they kept extending it." Some of the Blackwater personnel, he said, work undercover as aid workers. "Nobody even gives them a second thought."
The military intelligence source said that the Blackwater/JSOC Karachi operation is referred to as "Qatar cubed," in reference to the US forward operating base in Qatar that served as the hub for the planning and implementation of the US invasion of Iraq. "This is supposed to be the brave new world," he says. "This is the Jamestown of the new millennium and it's meant to be a lily pad. You can jump off to Uzbekistan, you can jump back over the border, you can jump sideways, you can jump northwest. It's strategically located so that they can get their people wherever they have to without having to wrangle with the military chain of command in Afghanistan, which is convoluted. They don't have to deal with that because they're operating under a classified mandate."
In addition to planning drone strikes and operations against suspected Al Qaeda and Taliban forces in Pakistan for both JSOC and the CIA, the Blackwater team in Karachi also helps plan missions for JSOC inside Uzbekistan against the Islamic Movement of Uzbekistan, according to the military intelligence source. Blackwater does not actually carry out the operations, he said, which are executed on the ground by JSOC forces. "That piqued my curiosity and really worries me because I don't know if you noticed but I was never told we are at war with Uzbekistan," he said. "So, did I miss something, did Rumsfeld come back into power?"
Pakistan's Military Contracting Maze
Blackwater, according to the military intelligence source, is not doing the actual killing as part of its work in Pakistan. "The SELECT personnel are not going into places with private aircraft and going after targets," he said. "It's not like Blackwater SELECT people are running around assassinating people." Instead, US Special Forces teams carry out the plans developed in part by Blackwater. The military intelligence source drew a distinction between the Blackwater operatives who work for the State Department, which he calls "Blackwater Vanilla," and the seasoned Special Forces veterans who work on the JSOC program. "Good or bad, there's a small number of people who know how to pull off an operation like that. That's probably a good thing," said the source. "It's the Blackwater SELECT people that have and continue to plan these types of operations because they're the only people that know how and they went where the money was. It's not trigger-happy fucks, like some of the PSD [Personal Security Detail] guys. These are not people that believe that Barack Obama is a socialist, these are not people that kill innocent civilians. They're very good at what they do."
The former Blackwater executive, when asked for confirmation that Blackwater forces were not actively killing people in Pakistan, said, "that's not entirely accurate." While he concurred with the military intelligence source's description of the JSOC and CIA programs, he pointed to another role Blackwater is allegedly playing in Pakistan, not for the US government but for Islamabad. According to the executive, Blackwater works on a subcontract for Kestral Logistics, a powerful Pakistani firm, which specializes in military logistical support, private security and intelligence consulting. It is staffed with former high-ranking Pakistani army and government officials. While Kestral's main offices are in Pakistan, it also has branches in several other countries.
A spokesperson for the US State Department's Directorate of Defense Trade Controls (DDTC), which is responsible for issuing licenses to US corporations to provide defense-related services to foreign governments or entities, would neither confirm nor deny for The Nation that Blackwater has a license to work in Pakistan or to work with Kestral. "We cannot help you," said department spokesperson David McKeeby after checking with the relevant DDTC officials. "You'll have to contact the companies directly." Blackwater's Corallo said the company has "no operations of any kind" in Pakistan other than the one employee working for the DoD. Kestral did not respond to inquiries from The Nation.
According to federal lobbying records, Kestral recently hired former Assistant Secretary of State for Western Hemisphere Affairs Roger Noriega, who served in that post from 2003 to 2005, to lobby the US government, including the State Department, USAID and Congress, on foreign affairs issues "regarding [Kestral's] capabilities to carry out activities of interest to the United States." Noriega was hired through his firm, Vision Americas, which he runs with Christina Rocca, a former CIA operations official who served as assistant secretary of state for South Asian affairs from 2001 to 2006 and was deeply involved in shaping US policy toward Pakistan. In October 2009, Kestral paid Vision Americas $15,000 and paid a Vision Americas-affiliated firm, Firecreek Ltd., an equal amount to lobby on defense and foreign policy issues.
For years, Kestral has done a robust business in defense logistics with the Pakistani government and other nations, as well as top US defense companies. Blackwater owner Erik Prince is close with Kestral CEO Liaquat Ali Baig, according to the former Blackwater executive. "Ali and Erik have a pretty close relationship," he said. "They've met many times and struck a deal, and they [offer] mutual support for one another." Working with Kestral, he said, Blackwater has provided convoy security for Defense Department shipments destined for Afghanistan that would arrive in the port at Karachi. Blackwater, according to the former executive, would guard the supplies as they were transported overland from Karachi to Peshawar and then west through the Torkham border crossing, the most important supply route for the US military in Afghanistan.
According to the former executive, Blackwater operatives also integrate with Kestral's forces in sensitive counterterrorism operations in the North-West Frontier Province, where they work in conjunction with the Pakistani Interior Ministry's paramilitary force, known as the Frontier Corps (alternately referred to as "frontier scouts"). The Blackwater personnel are technically advisers, but the former executive said that the line often gets blurred in the field. Blackwater "is providing the actual guidance on how to do [counterterrorism operations] and Kestral's folks are carrying a lot of them out, but they're having the guidance and the overwatch from some BW guys that will actually go out with the teams when they're executing the job," he said. "You can see how that can lead to other things in the border areas." He said that when Blackwater personnel are out with the Pakistani teams, sometimes its men engage in operations against suspected terrorists. "You've got BW guys that are assisting... and they're all going to want to go on the jobs--so they're going to go with them," he said. "So, the things that you're seeing in the news about how this Pakistani military group came in and raided this house or did this or did that--in some of those cases, you're going to have Western folks that are right there at the house, if not in the house." Blackwater, he said, is paid by the Pakistani government through Kestral for consulting services. "That gives the Pakistani government the cover to say, 'Hey, no, we don't have any Westerners doing this. It's all local and our people are doing it.' But it gets them the expertise that Westerners provide for [counterterrorism]-related work."
The military intelligence source confirmed Blackwater works with the Frontier Corps, saying, "There's no real oversight. It's not really on people's radar screen."
In October, in response to Pakistani news reports that a Kestral warehouse in Islamabad was being used to store heavy weapons for Blackwater, the US Embassy in Pakistan released a statement denying the weapons were being used by "a private American security contractor." The statement said, "Kestral Logistics is a private logistics company that handles the importation of equipment and supplies provided by the United States to the Government of Pakistan. All of the equipment and supplies were imported at the request of the Government of Pakistan, which also certified the shipments."
Who is Behind the Drone Attacks?
Since President Barack Obama was inaugurated, the United States has expanded drone bombing raids in Pakistan. Obama first ordered a drone strike against targets in North and South Waziristan on January 23, and the strikes have been conducted consistently ever since. The Obama administration has now surpassed the number of Bush-era strikes in Pakistan and has faced fierce criticism from Pakistan and some US lawmakers over civilian deaths. A drone attack in June killed as many as sixty people attending a Taliban funeral.
In August, the New York Times reported that Blackwater works for the CIA at "hidden bases in Pakistan and Afghanistan, where the company's contractors assemble and load Hellfire missiles and 500-pound laser-guided bombs on remotely piloted Predator aircraft." In February, The Times of London obtained a satellite image of a secret CIA airbase in Shamsi, in Pakistan's southwestern province of Baluchistan, showing three drone aircraft. The New York Times also reported that the agency uses a secret base in Jalalabad, Afghanistan, to strike in Pakistan.
The military intelligence source says that the drone strike that reportedly killed Pakistani Taliban leader Baitullah Mehsud, his wife and his bodyguards in Waziristan in August was a CIA strike, but that many others attributed in media reports to the CIA are actually JSOC strikes. "Some of these strikes are attributed to OGA [Other Government Agency, intelligence parlance for the CIA], but in reality it's JSOC and their parallel program of UAVs [unmanned aerial vehicles] because they also have access to UAVs. So when you see some of these hits, especially the ones with high civilian casualties, those are almost always JSOC strikes." The Pentagon has stated bluntly, "There are no US military strike operations being conducted in Pakistan."
The military intelligence source also confirmed that Blackwater continues to work for the CIA on its drone bombing program in Pakistan, as previously reported in the New York Times, but added that Blackwater is working on JSOC's drone bombings as well. "It's Blackwater running the program for both CIA and JSOC," said the source. When civilians are killed, "people go, 'Oh, it's the CIA doing crazy shit again unchecked.' Well, at least 50 percent of the time, that's JSOC [hitting] somebody they've identified through HUMINT [human intelligence] or they've culled the intelligence themselves or it's been shared with them and they take that person out and that's how it works."
The military intelligence source says that the CIA operations are subject to Congressional oversight, unlike the parallel JSOC bombings. "Targeted killings are not the most popular thing in town right now and the CIA knows that," he says. "Contractors and especially JSOC personnel working under a classified mandate are not [overseen by Congress], so they just don't care. If there's one person they're going after and there's thirty-four people in the building, thirty-five people are going to die. That's the mentality." He added, "They're not accountable to anybody and they know that. It's an open secret, but what are you going to do, shut down JSOC?"
In addition to working on covert action planning and drone strikes, Blackwater SELECT also provides private guards to perform the sensitive task of security for secret US drone bases, JSOC camps and Defense Intelligence Agency camps inside Pakistan, according to the military intelligence source.
Mosharraf Zaidi, a well-known Pakistani journalist who has served as a consultant for the UN and European Union in Pakistan and Afghanistan, says that the Blackwater/JSOC program raises serious questions about the norms of international relations. "The immediate question is, How do you define the active pursuit of military objectives in a country with which not only have you not declared war but that is supposedly a front-line non-NATO ally in the US struggle to contain extremist violence coming out of Afghanistan and the border regions of Afghanistan and Pakistan?" asks Zaidi, who is currently a columnist for The News, the biggest English-language daily in Pakistan. "Let's forget Blackwater for a second. What this is confirming is that there are US military operations in Pakistan that aren't about logistics or getting food to Bagram; that are actually about the exercise of physical violence, physical force inside of Pakistani territory."
JSOC: Rumsfeld and Cheney's Extra Special Force
Colonel Wilkerson said that he is concerned that with General McChrystal's elevation as the military commander of the Afghan war--which is increasingly seeping into Pakistan--there is a concomitant rise in JSOC's power and influence within the military structure. "I don't see how you can escape that; it's just a matter of the way the authority flows and the power flows, and it's inevitable, I think," Wilkerson told The Nation. He added, "I'm alarmed when I see execute orders and combat orders that go out saying that the supporting force is Central Command and the supported force is Special Operations Command," under which JSOC operates. "That's backward. But that's essentially what we have today."
From 2003 to 2008 McChrystal headed JSOC, which is headquartered at Pope Air Force Base and Fort Bragg in North Carolina, where Blackwater's 7,000-acre operating base is also situated. JSOC controls the Army's Delta Force, the Navy's SEAL Team 6, as well as the Army's 75th Ranger Regiment and 160th Special Operations Aviation Regiment, and the Air Force's 24th Special Tactics Squadron. JSOC performs strike operations, reconnaissance in denied areas and special intelligence missions. Blackwater, which was founded by former Navy SEALs, employs scores of veteran Special Forces operators--which several former military officials pointed to as the basis for Blackwater's alleged contracts with JSOC.
Since 9/11, many top-level Special Forces veterans have taken up employment with private firms, where they can make more money doing the highly specialized work they did in uniform. "The Blackwater individuals have the experience. A lot of these individuals are retired military, and they've been around twenty to thirty years and have experience that the younger Green Beret guys don't," said retired Army Lieut. Col. Jeffrey Addicott, a well-connected military lawyer who served as senior legal counsel for US Army Special Forces. "They're known entities. Everybody knows who they are, what their capabilities are, and they've got the experience. They're very valuable."
"They make much more money being the smarts of these operations, planning hits in various countries and basing it off their experience in Chechnya, Bosnia, Somalia, Ethiopia," said the military intelligence source. "They were there for all of these things, they know what the hell they're talking about. And JSOC has unfortunately lost the institutional capability to plan within, so they hire back people that used to work for them and had already planned and executed these [types of] operations. They hired back people that jumped over to Blackwater SELECT and then pay them exorbitant amounts of money to plan future operations. It's a ridiculous revolving door."
While JSOC has long played a central role in US counterterrorism and covert operations, military and civilian officials who worked at the Defense and State Departments during the Bush administration described in interviews with The Nation an extremely cozy relationship that developed between the executive branch (primarily through Vice President Dick Cheney and Defense Secretary Donald Rumsfeld) and JSOC. During the Bush era, Special Forces turned into a virtual stand-alone operation that acted outside the military chain of command and in direct coordination with the White House. Throughout the Bush years, it was largely General McChrystal who ran JSOC. "What I was seeing was the development of what I would later see in Iraq and Afghanistan, where Special Operations forces would operate in both theaters without the conventional commander even knowing what they were doing," said Colonel Wilkerson. "That's dangerous, that's very dangerous. You have all kinds of mess when you don't tell the theater commander what you're doing."
Wilkerson said that almost immediately after assuming his role at the State Department under Colin Powell, he saw JSOC being politicized and developing a close relationship with the executive branch. He saw this begin, he said, after his first Delta Force briefing at Fort Bragg. "I think Cheney and Rumsfeld went directly into JSOC. I think they went into JSOC at times, perhaps most frequently, without the SOCOM [Special Operations] commander at the time even knowing it. The receptivity in JSOC was quite good," says Wilkerson. "I think Cheney was actually giving McChrystal instructions, and McChrystal was asking him for instructions." He said the relationship between JSOC and Cheney and Rumsfeld "built up initially because Rumsfeld didn't get the responsiveness. He didn't get the can-do kind of attitude out of the SOCOM commander, and so as Rumsfeld was wont to do, he cut him out and went straight to the horse's mouth. At that point you had JSOC operating as an extension of the [administration] doing things the executive branch--read: Cheney and Rumsfeld--wanted it to do. This would be more or less carte blanche. You need to do it, do it. It was very alarming for me as a conventional soldier."
Wilkerson said the JSOC teams caused diplomatic problems for the United States across the globe. "When these teams started hitting capital cities and other places all around the world, [Rumsfeld] didn't tell the State Department either. The only way we found out about it is our ambassadors started to call us and say, 'Who the hell are these six-foot-four white males with eighteen-inch biceps walking around our capital cities?' So we discovered this, we discovered one in South America, for example, because he actually murdered a taxi driver, and we had to get him out of there real quick. We rendered him--we rendered him home."
As part of their strategy, Rumsfeld and Cheney also created the Strategic Support Branch (SSB), which pulled intelligence resources from the Defense Intelligence Agency and the CIA for use in sensitive JSOC operations. The SSB was created using "reprogrammed" funds "without explicit congressional authority or appropriation," according to the Washington Post. The SSB operated outside the military chain of command and circumvented the CIA's authority on clandestine operations. Rumsfeld created it as part of his war to end "near total dependence on CIA." Under US law, the Defense Department is required to report all deployment orders to Congress. But guidelines issued in January 2005 by former Under Secretary of Defense for Intelligence Stephen Cambone stated that Special Operations forces may "conduct clandestine HUMINT operations...before publication" of a deployment order. This effectively gave Rumsfeld unilateral control over clandestine operations.
The military intelligence source said that when Rumsfeld was defense secretary, JSOC was deployed to commit some of the "darkest acts" in part to keep them concealed from Congress. "Everything can be justified as a military operation versus a clandestine intelligence performed by the CIA, which has to be informed to Congress," said the source. "They were aware of that and they knew that, and they would exploit it at every turn and they took full advantage of it. They knew they could act extra-legally and nothing would happen because A, it was sanctioned by DoD at the highest levels, and B, who was going to stop them? They were preparing the battlefield, which was on all of the PowerPoints: 'Preparing the Battlefield.'"
The significance of the flexibility of JSOC's operations inside Pakistan versus the CIA's is best summed up by Senator Dianne Feinstein, chair of the Senate Select Committee on Intelligence. "Every single intelligence operation and covert action must be briefed to the Congress," she said. "If they are not, that is a violation of the law."
Blackwater: Company Non Grata in Pakistan
For months, the Pakistani media has been flooded with stories about Blackwater's alleged growing presence in the country. For the most part, these stories have been ignored by the US press and denounced as lies or propaganda by US officials in Pakistan. But the reality is that, although many of the stories appear to be wildly exaggerated, Pakistanis have good reason to be concerned about Blackwater's operations in their country. It is no secret in Washington or Islamabad that Blackwater has been a central part of the wars in Afghanistan and Pakistan and that the company has been involved--almost from the beginning of the "war on terror"--with clandestine US operations. Indeed, Blackwater is accepting applications for contractors fluent in Urdu and Punjabi. The US Ambassador to Pakistan, Anne Patterson, has denied Blackwater's presence in the country, stating bluntly in September, "Blackwater is not operating in Pakistan." In her trip to Pakistan in October, Secretary of State Hillary Clinton dodged questions from the Pakistani press about Blackwater's rumored Pakistani operations. Pakistan's interior minister, Rehman Malik, said on November 21 he will resign if Blackwater is found operating anywhere in Pakistan.
The Christian Science Monitor recently reported that Blackwater "provides security for a US-backed aid project" in Peshawar, suggesting the company may be based out of the Pearl Continental, a luxury hotel the United States reportedly is considering purchasing to use as a consulate in the city. "We have no contracts in Pakistan," Blackwater spokesperson Stacey DeLuke said recently. "We've been blamed for all that has gone wrong in Peshawar, none of which is true, since we have absolutely no presence there."
Reports of Blackwater's alleged presence in Karachi and elsewhere in the country have been floating around the Pakistani press for months. Hamid Mir, a prominent Pakistani journalist who rose to fame after his 1997 interview with Osama bin Laden, claimed in a recent interview that Blackwater is in Karachi. "The US [intelligence] agencies think that a number of Al-Qaeda and Taliban leaders are hiding in Karachi and Peshawar," he said. "That is why [Blackwater] agents are operating in these two cities." Ambassador Patterson has said that the claims of Mir and other Pakistani journalists are "wildly incorrect," saying they had compromised the security of US personnel in Pakistan. On November 20 the Washington Times, citing three current and former US intelligence officials, reported that Mullah Mohammed Omar, the leader of the Afghan Taliban, has "found refuge from potential U.S. attacks" in Karachi "with the assistance of Pakistan's intelligence service."
In September, the Pakistani press covered a report on Blackwater allegedly submitted by Pakistan's intelligence agencies to the federal interior ministry. In the report, the intelligence agencies reportedly allege that Blackwater was provided houses by a federal minister who is also helping them clear shipments of weapons and vehicles through Karachi's Port Qasim on the coast of the Arabian Sea. The military intelligence source did not confirm this but did say, "The port jives because they have a lot of [former] SEALs and they would revert to what they know: the ocean, instead of flying stuff in."
The Nation cannot independently confirm these allegations and has not seen the Pakistani intelligence report. But according to Pakistani press coverage, the intelligence report also said Blackwater has acquired "bungalows" in the Defense Housing Authority in the city. According to the DHA website, it is a large gated community established "for the welfare of the serving and retired officers of the Armed Forces of Pakistan." Its motto is: "Home for Defenders." The report alleges Blackwater is receiving help from local government officials in Karachi and is using vehicles with license plates traditionally assigned to members of the national and provincial assemblies, meaning local law enforcement will not stop them.
The use of private companies like Blackwater for sensitive operations such as drone strikes or other covert work undoubtedly comes with the benefit of plausible deniability that places an additional barrier in an already deeply flawed system of accountability. When things go wrong, it's the contractors' fault, not the government's. But the widespread use of contractors also raises serious legal questions, particularly when they are a part of lethal, covert actions. "We are using contractors for things that in the past might have been considered to be a violation of the Geneva Convention," said Lt. Col. Addicott, who now runs the Center for Terrorism Law at St. Mary's University School of Law in San Antonio, Texas. "In my opinion, we have pressed the envelope to the breaking limit, and it's almost a fiction that these guys are not in offensive military operations." Addicott added, "If we were subjected to the International Criminal Court, some of these guys could easily be picked up, charged with war crimes and put on trial. That's one of the reasons we're not members of the International Criminal Court."
If there is one quality that has defined Blackwater over the past decade, it is the ability to survive against the odds while simultaneously reinventing and rebranding itself. That is most evident in Afghanistan, where the company continues to work for the US military, the CIA and the State Department despite intense criticism and almost weekly scandals. Blackwater's alleged Pakistan operations, said the military intelligence source, are indicative of its new frontier. "Having learned its lessons after the private security contracting fiasco in Iraq, Blackwater has shifted its operational focus to two venues: protecting things that are in danger and anticipating other places we're going to go as a nation that are dangerous," he said. "It's as simple as that."
